The head of Continuing Education for CUNY is on the US Green Buildings Council, so there are alreayd inter-institutional connections to make these sorts of programs happen at CUNY (coordinated with state and federal gov). Ohio in general, especially Cleveland, has been doling some quite positive economic development programs as I've noted before (coop's etc.) mm
